We received a question from one of the members of a local church regarding the Association’s Administrative Council:
“I heard that, besides the Executive Committee, which we elect at the convention, the PCSBA also has an Administrative Committee. I had never heard of such a body before. What kind of committee is it, who elects it, and what issues does it handle? How is it different from the Executive Committee?”
The question is answered by the President of the PCSBA, A. B. Pronin.
A.B. Pronin: Yes, we do indeed have such a body, though it is not a committee but a council. According to the PCSBA’s Bylaws, the members of the Council are not elected by the convention. Instead, certain Association ministers automatically become members of it. Here is what the Constitution states:
“The Administrative Council consists of a president, two Vice-Presidents, a secretary, a treasurer and an administrator of the Association. Its functions include solving current administrative and economic issues, as well as solving urgent financial issues within the framework of the approved budget. Financial issues that go beyond the adopted budget are decided at a meeting of the Executive Committee.”
Thus, at the present time, the members of this council are: A. Pronin, V. Stupin, P. Belev, A. Zdanevich (secretary), and A. Gol (treasurer). At the moment, the position of the PCSBA’s administrator is vacant. No one has agreed to take the role because of the low compensation. Temporarily, matters concerning our properties and buildings are being handled by the First Vice President, V. Stupin, with assistance from Alina Pronin.
As for the difference between the functions of the Administrative Council and the Executive Committee, the PCSBA’s Bylaws provides a complete answer.
